In Ukraine, 45% of Bankruptcy Cases Involve Individuals
As of July 2026, there are 6,107 bankruptcy cases being considered in the commercial courts of Ukraine, of which 2,744 cases, or 45%, involve individuals and sole proprietors (FOPs). There are 3,363 cases concerning legal entities, accounting for 55% of the total. In the first half of 2026, the courts opened 1,250 new bankruptcy cases and closed 767. Seventy-six percent of debtors are in the liquidation stage, 19% are undergoing property disposal procedures, and 5% are in rehabilitation. Ukraine has also begun implementing a preventive restructuring mechanism that allows businesses to negotiate with creditors before the bankruptcy procedure begins. Currently, nine enterprises are in this procedure, and restructuring plans have already been approved for six of them. This is related to the adaptation of Ukrainian legislation to EU norms, particularly EU Directive 2019/1023. In 2025, commercial courts initiated 1,371 bankruptcy cases involving individuals, compared to 962 cases in 2024.
